About this session
Autonomous financial agents are challenging traditional notions of responsibility, supervision, and control. This session explores how regulators are moving beyond static AI principles to address “agentic” systems that can independently execute transactions, allocate capital, and make risk decisions at scale. The discussion will focus on how to balance algorithmic innovation with clear human accountability, auditability, and systemic stability, as well as the expectations for governance, testing, and oversight in increasingly autonomous financial workflows. It is a critical briefing for policymakers, financial institutions, and technology providers seeking to understand the emerging compliance landscape for the next generation of autonomous digital finance.

About this session
Tokenisation will only fulfil its promise when it operates as invisible infrastructure across institutional markets and everyday financial life. This dialogue explores how tokenised deposits, stablecoins, and tokenised securities can be woven into wallets, merchant ecosystems, and capital markets without undermining customer trust or regulatory safeguards. The discussion will focus on practical pathways to move from isolated pilots to population‑scale usage, including user experience design, interoperability with core banking and payment systems, and the impact of emerging policy clarity in jurisdictions such as Japan. It will also consider how governance, risk management, and operational readiness need to evolve as tokenised instruments become part of mainstream financial services.

About this session
This roundtable brings together leaders from global stablecoin issuers, blockchain foundations, digital asset exchanges, institutional infrastructure providers, corporates, and venture investors to examine how stablecoins and tokenised assets are entering mainstream financial markets. The discussion will explore deployment across payments, treasury, trade, and capital markets, including how USD and JPY stablecoins, tokenised deposits, and other forms of digital money are being used for intraday liquidity, cross‑border settlement, and programmable trade and supply‑chain finance.
Speakers will share case studies from Japan and across Asia, highlighting how exchanges, issuers, corporates, and ecosystem builders are navigating regulation, compliance, and risk management while building new corridors and liquidity venues. About this session
As digital platforms and agentic commerce networks reshape cross-border payments, remittances and merchant flows, traditional Anti-Money Laundering (AML) controls are struggling to keep pace with transaction velocity, data fragmentation and overlapping regulatory regimes. This session brings together senior risk, compliance, technology and policy leaders to explore how network analytics, AI-driven monitoring and shared intelligence can strengthen cross-border financial integrity without undermining user experience or financial inclusion. Participants will compare practical approaches to end-to-end customer and merchant due diligence, real-time screening across multiple corridors, and risk-based onboarding and monitoring of high-volume ecosystems. The discussion will also focus on new models for collaboration with regulators on data access, proportionality and supervision, with the goal of surfacing concrete ideas to evolve cross-border AML frameworks that support sustainable growth and trusted global commerce networks over the coming decade.

About this session
As decentralized finance (DeFi) matures, regulators, analytics firms, protocol ecosystems, and builders are under growing pressure to reconcile strict AML/KYC expectations with non‑custodial and permissionless designs. Japan’s regulatory stance, combined with global enforcement trends, is pushing the ecosystem to move beyond “anonymous by default” while preserving the core values of decentralization and user sovereignty. This session brings together policy, supervisory, analytics, protocol, and builder perspectives to examine how on‑chain analytics, verifiable credentials, and privacy‑enhancing technologies can enable compliant DeFi without reverting to traditional centralised intermediaries. The discussion will focus on what regulator‑ready solutions look like for non‑custodial protocols, how responsibility is shared across the DeFi stack, and how emerging approaches may shape design choices, governance models, and market access for DeFi platforms engaging with Japan and the broader Asia‑Pacific region.

About this session
As tokenization accelerates in Japan, financial institutions, licensed digital asset exchanges, and policymakers are defining how real‑world assets are structured, issued, and accessed on digital platforms. Established players now need to connect new tokenization rails with existing market infrastructure, regulatory expectations, and investor trust. The discussion will look at how issuance and custody platforms, crypto‑asset exchanges, and supervisory authorities can together set standards for tokenized products, from compliance and disclosure to technology and operational resilience. Panellists will explore what “institutional‑grade” means for tokenized assets in the Japanese context, how KYC/AML and market integrity requirements are applied in practice, and how these choices shape future business models for banks, securities firms, and intermediaries.

DENTSU SOKEN × Quant : The Frontline of Programmable Payments (Tokenized Deposits) ~Case Study: UK Tokenized deposit ’GBTD’ ~
Side EventsWorkshop Room 1, Bellesalle 5FOpen
About this session
Programmable money—funds that move automatically based on predefined conditions—is steadily progressing from experimentation to practical, real‑world deployment. In Japan, regulatory frameworks continue to advance, and last year JPYC became the first licensed issuer of a yen‑denominated stablecoin. Major banks and corporates are also accelerating their exploration of yen‑based stablecoins and tokenized deposits. At the same time, many organizations still lack clarity on fundamental questions such as where to begin and what tangible benefits implementation may deliver.
In this event, we welcome the CEO of Quant Network—the company providing the core infrastructure for “GBTD,” the tokenized deposit initiative led by UK Finance. He will share the latest insights from the frontlines of implementing programmable money, including stablecoins and tokenized deposits. Drawing on developments in the UK and Europe, including standardization efforts and pilot projects, the session will highlight what is realistically achievable today and outline potential use cases expected in the Japanese market.

About this session
Tokenised assets are beginning to reshape how portfolios are built, distributed, and safeguarded, moving beyond pilots into real-world implementation for professional investors. The discussion focuses on how tokenisation alters fund structures, improves or challenges liquidity, and enables fractional access to previously illiquid or alternative assets, while introducing new models for custody and key management across public and permissioned chains.
Key themes include the role of digital money and tokenised cash in primary issuance, secondary trading, and settlement, and their implications for NAV calculation, intraday liquidity, and operational risk. The session also explores how existing compliance, risk, governance, and custody frameworks can be adapted to accommodate tokenised instruments, and what this means for product design, distribution channels, and the future architecture of asset management in Asia and globally.

About this session
This flagship fireside brings together two of the most respected voices in capital markets. Kathy Matsui and Ravi Menon examine how capital markets must evolve to remain stable, competitive, and trusted in an era of climate transition, AI acceleration, and geopolitical fragmentation.
Both argue that sustainability is not an overlay — it is structural. Climate risk is financial risk. Diversity is economic growth strategy. AI governance is market stability. Capital allocation choices now shape not just returns, but the resilience of entire systems.
The question is not whether finance is evolving.
It is whether we are redesigning it deliberately — or allowing political cycles and technological acceleration to dictate the outcome.
A dialogue about capital, power, and responsibility in a decade that will test financial leadership. -

About this session
While Japan has pioneered regulatory clarity for digital assets, the decentralized nature of DeFi creates new friction points with established financial frameworks. This session explores the legal hurdles of applying domestic regulations to global protocols and the practical challenges faced by startups operating at this intersection. By bridging the gap between formal legal interpretation and the operational realities of the digital asset industry, the roundtable examines how Japan can navigate questions of risk and governance. The discussion aims to identify where current laws must adapt to support a competitive, compliant ecosystem within the global market.

About this session
This session will examine how Fintech funding has entered a harder, more selective era: global investment is still ~40–50% below the 2021 peak, exits are slower, and capital is concentrated in fewer hands. In this environment, money alone is no longer the differentiator. This session goes behind the term sheets to unpack how top investors now evaluate opportunities, actively shape portfolio outcomes, and create commercial advantage through their networks, balance sheets, and distribution power. Panelists will debate what has genuinely changed in the deal environment, how strategic and financial investors are learning to co-exist (and sometimes clash) on cap tables, and what founders must do to build resilient, long-term relationships with capital providers—because in today’s market, the wrong investor can be more expensive than no investor at all.

About this session
This roundtable aims to examine the financial sector's increasing dependence on a concentrated group of technology and AI providers to identify systemic risks and operational benefits. By leveraging research from the Cambridge Centre for Alternative Finance (CCAF), the session will explore market concentration drivers, evaluate the trade-off between technological efficiency and ethical or operational vulnerabilities, and review global regulatory responses to Critical Third Parties (CTPs). Ultimately, the discussion intends to produce actionable lessons for regional regulators and provide foundational insights for forthcoming CCAF studies on AI governance and cross-border supervisory coordination.

About this session
As Japan moves deeper into a “do it for me” style of economy, retail payments are beginning to shift from transactions initiated directly by consumers to payments executed on their behalf. Digital services are increasingly being authorised to manage recurring bills, subscriptions, travel arrangements, and everyday purchases – selecting merchants, initiating payments, and operating directly on real-time payment infrastructure.
This roundtable examines the transition from direct consumer action to delegated execution, and the implications this shift has for policy, consumer protection, and payments infrastructure. Using a realistic Japanese retail use case as its foundation, the discussion explores what changes when transactions are carried out without an explicit, real-time action by the consumer, including emerging risk profiles, new avenues for misuse, and evolving regulatory considerations.
Participants will consider the core questions that payment providers, regulators, and market operators now need to address: who is recognised as the payer when execution is delegated; how authority, limits, and revocation should be structured and enforced; where liability sits when delegated arrangements are misused or result in consumer harm; and what forms of evidence are required to support disputes, refunds, and redress. Set against the backdrop of Japan’s instant payment infrastructure, the session aims to outline practical policy and market considerations for enabling delegated retail payments at scale, while maintaining trust, efficiency, and strong consumer protection.

About this session
Following the implementation of the amended Payment Services Act1 in June 2023, Japan has established a clear regulatory pathway for the distribution of globally-issued, USD-backed stablecoins via licensed domestic intermediaries. As the global stablecoin market now exceeds $300 billion, with USD stablecoins accounting for over 95% of total volume, Japanese and global financial institutions (FIs) are now commercially deploying USD stablecoins for institutional use.
For Japan to solidify its status as a global Web3 and tokenisation hub, the commercial integration is a strategic necessity for both leading domestic banks and global FIs.
This roundtable focuses on the commercial pathways for institutions looking to integrate USD stablecoins in an era of institutional-grade digital finance. We will explore the practical integration of USD stablecoins into the Japanese market, following the regulatory clarity provided for foreign-issued assets. The discussion will highlight how these tokens serve as digital-native liquid assets, offering Japanese financial institutions and corporations a more efficient tool for institutional use cases. By evaluating the tangible benefits - from reduced settlement risk to 24/7 liquidity - we will outline how FIs can better service a modern, tokenised economy.

About this session
This session explores how founders and investors should think about exit readiness earlier than they think, not as an endgame, but as a strategic lens that shapes capital strategy, product roadmap, governance, and cross-border optionality. The discussion will cover what “exit-ready” looks like in practice (metrics, narratives, org structure), how Japan’s ecosystem and buyer landscape influences exit pathways, and how investors assess the conditions that make an exit realistic.

About this session
Policy sludge—the build-up of overlapping, inconsistent, outdated, and fragmented rules—adds unnecessary compliance burden, obscures real risks, and drains scarce capacity from both regulators and regulated institutions.
This roundtable will examine how AI-enabled policy analysis and structured regulatory data can support a more consistent, transparent, and evidence-based review of legal and regulatory frameworks—helping supervisors and other stakeholders pinpoint where “policy sludge” sits within and across mandates, navigate complexity, and accelerate targeted reforms that streamline requirements, reduce unnecessary burden, and strengthen integrity, inclusion, and resilience (including cyber resilience).
Global standards pressure is rising - resources aren’t. Regulators, standard-setters, and regulated institutions are expected to align with international standards, protect consumers, markets, and the environment, support innovation, safeguard financial stability, and strengthen cyber resilience, while operating with limited capacity and resources.

About this session
Agentic AI is moving from experimentation to real decision-making in financial services, raising questions not only about safety and control, but also about how autonomy can contribute to the growth of financial institutions. This roundtable addresses both dimensions together.
Grounded in Japan’s hands-on experience—where financial institutions have tested and governed AI under real business and regulatory conditions—the discussion will examine when agentic AI creates tangible value and when it introduces risks that organizations are not yet prepared to absorb. Participants will explore how autonomy can support efficiency, new capabilities, and competitiveness, while also challenging existing operating models, trust, and accountability.
The conversation will focus on what is required to scale agentic AI responsibly, including clear decision boundaries, human oversight, and ownership of outcomes. Japanese perspectives will be brought into dialogue with global stakeholders to examine cross-border considerations and regulatory expectations. The session will conclude by identifying shared principles and practical next steps that can support both sustainable growth and responsible adoption of agentic AI across markets.

About this session
AI is reshaping financial services faster than traditional rulemaking can keep pace - not only through new models, but through new ways of deploying and combining existing techniques across products, channels, and infrastructure. This open roundtable brings together regulators, industry leaders, and researchers to explore how “test‑and‑learn” approaches (sandboxes, pilots, evaluation methods, shared experiments) can generate evidence that builds trust without stifling innovation. A dedicated chapter will examine agentic payments as a practical test case: where AI is beginning to progress payment workflows, what enables safe scaling, and what concerns matter most. The discussion then widens to parallels across other parts of finance and intersections with programmable money (DLT/tokenisedpayments) and emerging security horizons. The session is designed to be conversational, practical, and forward-looking - surfacing lessons that travel across jurisdictions and sectors.

About this session
Witness a landmark discussion on the "Great Alignment" of digital asset oversight. As Japan transitions its crypto regulatory framework to the Financial Instruments and Exchange Act (FIEA) in 2026, it moves into closer orbit with the U.S. SEC's classification of digital assets as investment contracts. This session focuses on how this shift facilitates institutional participation by providing a familiar "securities-grade" environment for disclosures, insider-trading rules, and investor protection. For founders building in the digital asset space, this conversation provides critical clarity on compliance requirements. For investors, it signals a maturing regulatory environment that enables larger capital deployment. The discussion centers on collaborative efforts between the FSA and SEC to combat cross-border fraud and establish common standards for stablecoins and tokenized real-world assets (RWA). It is an essential briefing for global firms navigating the increasingly unified rules of the road for the world's two most influential capital markets.

About this session
Why do 90% of startups fail? It's not for lack of tactics or strategy or a business model, product-market-fit or funding; it's the lack of a map for the most under-researched yet critical component of that journey: the founder's mind.
For three years, GFTN's The Founders Peak stage has carefully built that map. We've consciously gone well beyond the pitches to the deepest crevices inside the founders' mind, to gather the raw, unfiltered psychological data from over 300 founders from across 40+ countries, a cohort that includes over 30 unicorn founders, all with a combined valuation of a staggering $130Bn.
This is not another playbook of fundraising pitches or how to build product. This is the first public preview of a groundbreaking book that codifies 6 predictable, psychological phases of the founder's mental journey.
You will walk away with a preview of a new framework for your own mind, learn how to build mental resilience from those who have been through the fire, and understand first-hand that your struggles are not unique, they are universal.

About this session
Why this discussion matters now: Japan's startup funding environment is being reshaped from both ends. On the macro side, Bank of Japan policy shifts and the Yen Carry Trade dynamics are rippling through global capital markets, affecting foreign LP appetite for Japanese VC funds. On the micro side, the government's 5-Year Startup Development Plan is delivering real results: sweeping changes to angel tax systems, stock options reform, and new listing rules from the Tokyo Stock Exchange are accelerating a seismic shift in how startups raise and exit. M&A deals hit a record 199 transactions in 2024, and Japan's PE market now exceeds ¥3 trillion. The "IPO or bust" mentality is dead.
Meanwhile, India's transformation into a $10 trillion economy is being powered by structural reforms and policy incentives like the PLI schemes, the $10 trillion digital payments explosion, and the $360 billion renewable energy boom. This panel connects the dots across both markets, asking: How do founders, investors, and policymakers navigate this new landscape together?
What you'll walk away with: A comprehensive view of the evolving capital stack in both Japan and India. Founders will gain strategies for structuring late-stage deals, navigating down rounds, and choosing the right exit path. Investors will understand how policy tailwinds in both markets are creating new opportunities and where to deploy capital for maximum impact. Policymakers will hear directly from the ecosystem on what's working and what's next. The session delivers a multi-track exit playbook and insight into the next wave of deregulation essential for cap table structuring and compliance.

Building on the discussions of DeFi in the Financial System Council’s Crypto Asset Working Group report, this session aims to explore AML/CFT measures that align with the technical nature of DeFi and raise awareness of the need for future international dialogue. Organize key issues for future policy considerations on balancing privacy protection with AML/CFT measures.

Roadmap for AI and Quantum
Enterprise AI Without the Chaos An Executive Playbook for Taking AI from Pilot to Production - Powered by Kore.ai
WorkshopWorkshop Room 1, Bellesalle 5FOpen
About this session
The curation of content and speakers was wholly managed by Kore.ai and does not reflect the views of the organisers or its staff.
Most enterprise AI initiatives stall after the pilot stage. This hands-on workshop cuts through the hype to focus on the how: how to break a complex, multi-market AI rollout into manageable phases, align stakeholders across business and technology, and scale with confidence. Drawing on live case studies from banks and insurers that have successfully moved from proof of concept to full production, Kore.ai will guide participants through a practical, repeatable framework for phased implementation. The session covers foundation setup, pilot design, expansion strategy, and scale-up governance—leaving attendees with a clear, actionable roadmap they can apply immediately.
