Kelvin Tan

Head of Tokenisation, Global Financial Markets, DBS Bank

Kelvin Tan is Head of Tokenisation for Global Financial Markets (GFM) at DBS Bank, where he is responsible for building GFM’s asset tokenisation business. He was also part of the initial proposals and solutioning of the bank’s digital asset custody, security token offerings, crypto trading, and the DBS Digital Exchange.

Kelvin was involved in Project Ubin led by the Monetary Authority of Singapore (MAS) to explore the use of blockchain technology for clearing and settlement of payments and securities. It was the launch pad for the development of Partior, an open industry platform for banks to access real-time cross-border multi-currency payments. Additionally, he was part of Project Guardian, a collaborative initiative between policymakers and the financial industry to enhance liquidity and efficiency of financial markets through asset tokenisation.

Kelvin was previously Head of Innovation for GFM at DBS where he was responsible for building a culture of innovation and leveraged emerging technologies at GFM. Prior to joining DBS, Kelvin was Head of FinTech & Data, Technology at SGX where he led the exchange’s efforts to identify business opportunities in blockchain and emerging technologies.

Kelvin is a computer systems engineer by training and started his career as an engineer in the virtual reality industry before joining the financial sector. He holds a Bachelor of Engineering in Computer Systems Engineering and a Bachelor of Applied Science in Computer Science from RMIT University, and a Master of Science in Wealth Management from Singapore Management University.
