Michi Kakebayashi

Deputy Director, Financial Services Agency

Michi Kakebayashi is Deputy Director of the JFSA.
Ms. Kakebayashi joined the Ministry of Finance in 2016. Since 2023, Ms. Kakebayashi has been serving at the Banking, Payment and Insurance Regulations Office within the Policy and Market Bureau at JFSA. In this role, she has been actively involved in the enactment of the Act on the Promotion of Cash Flow-Based Lending and the discussions leading to the amendment of the Payment Services Act. Prior to her current position, Ms. Kakebayashi conducted research on the interlinkage of banking activities and Decentralized Finance (DeFi) at Georgetown University from May 2022 to June 2023. Currently, she also serves as a visiting scholar at the International Monetary Fund (IMF), focusing on the intersection of digital money and fiscal policy.
Ms. Kakebayashi received a B.A. in Liberal Arts and Sciences from the University of Tokyo and obtained an MPP at University of California, Berkeley.
