Patrick Cheng

Patrick Cheng leads Treasury’s Financial Technology unit that identifies Fintech ideas, explores best practices for operational efficiency, and promotes product innovation within the World Bank Treasury. His unit aims to prepare Treasury business teams for the evolution of emerging technologies in the financial markets, such as DLT/Blockchain for Digital Asset and Money, Artificial Intelligence/Machine Learning and Quantum Finance, plus the internal administration of existing Treasury applications and their adjacent infrastructure.

Prior to this, Patrick led the Capital Markets Operations team and operationalized innovative Funding and ALM products for over 13 years to meet the World Bank and its client request of customized financing and risk management under development finance context. He was the operational lead to realize the first blockchain bond (Bond-i) in the domestic Australian market in 2018, he also advised on the 2023 digital EUR bond issuance on Euroclear’s DFMI and the 2024 digital CHF bond issuance on the SIX Digital Exchange.
