More than 5 Eyes to See, You Need Vision

In mid 2024, the year that Japan hosted a Five Eyes alliance intelligence group meeting, Japan's expert panel for the successful establishment of an active cyber defence system found that key drivers of success would include:

1\. Strengthening of public-private cooperation

2\. Use of communication data, supported by data analytics, and a detailed legal framework and a corresponding technical system

3\. Adoption of technologies to monitor and control unauthorized activity in government agency systems

4\. Security measure support for small and medium-sized enterprises, especially those integrated into supply chains_._

This roundtable considers the nuances that underpin these, including balancing security with privacy, ensuring contextualised levels of response to threats identified through communications data, how cooperation might operate, and how to capacity build SMEs to evaluate and respond to threats.
