Simplifying Compliance - Cleaning Up Policy Sludge with Trained AI Tools | コンプライアンスの簡素化──高度なAIツールで“政策スラッジ”を一掃する

Policy sludge—the build-up of overlapping, inconsistent, outdated, and fragmented rules—adds unnecessary compliance burden, obscures real risks, and drains scarce capacity from both regulators and regulated institutions. 
This roundtable will examine how AI-enabled policy analysis and structured regulatory data can support a more consistent, transparent, and evidence-based review of legal and regulatory frameworks—helping supervisors and other stakeholders pinpoint where “policy sludge” sits within and across mandates, navigate complexity, and accelerate targeted reforms that streamline requirements, reduce unnecessary burden, and strengthen integrity, inclusion, and resilience (including cyber resilience). 
Global standards pressure is rising - resources aren’t. Regulators, standard-setters, and regulated institutions are expected to align with international standards, protect consumers, markets, and the environment, support innovation, safeguard financial stability, and strengthen cyber resilience, while operating with limited capacity and resources.

“政策スラッジ”とは、重複し、整合性を欠き、時代遅れとなり、断片化したルールが積み重なった状態を指します。こうした状況は、不要なコンプライアンス負担を生み出し、真のリスクを見えにくくし、規制当局と規制対象機関の双方から人材や組織の限られた資源を奪います。

本ラウンドテーブルでは、法制度や規制の枠組みを、より一貫性があり、透明性が高く、根拠に基づいたものへと整えていくために、AIを活用した政策分析や構造化された規制データをどのように活かせるかを検討します。あわせて、監督当局や関係者が、所管の内外に存在する“政策スラッジ”を特定し、複雑な構造を整理しながら、要件の簡素化や過度な負担の軽減、さらに健全性・包摂性・レジリエンス（サイバーレジリエンスを含む）の強化につながる的確な改革を加速させる道筋を探ります。

国際基準への適合を求める圧力は高まる一方で、利用できる資源には限りがあります。規制当局や国際基準の策定機関、規制対象機関には、国際基準との整合を図りながら、消費者・市場・環境を守り、イノベーションを促進し、金融の安定を確保し、サイバーレジリエンスを強化することが求められています。しかも、それらを限られた人的・財政的資源のもとで担わなければならないのです。
