This session explores the legal hurdles of applying domestic regulations to global protocols and the practical challenges faced by startups operating at this intersection. By bridging the gap between formal legal interpretation and the operational realities of the digital asset industry, the roundtable examines how Japan can navigate questions of risk and governance. The discussion aims to identify where current laws must adapt to support a competitive, compliant ecosystem within the global market.

日本はデジタル資産分野において、いち早く明確な規制の枠組みを整えてきました。一方で、DeFi（分散型金融）がもつ分散的な性質は、既存の金融制度との間に新たな摩擦を生んでいます。
本セッションでは、国内規制をグローバルなプロトコルに適用する際に生じる法的な論点や、その狭間で事業を展開するスタートアップが直面している実務上の課題を掘り下げます。形式的な法解釈と、デジタル資産業界の現場で起きている運用の実態とのギャップに目を向けながら、日本がリスクとガバナンスの問題にどう向き合うべきかを議論します。
